Auto Account Setup Issues

I am pretty sure that I have setup everything correctly but I am having an issue with the auto setup of accounts between WHMCS and my WHM.

The accounts are auto setup in WHMCS and the Welcome Email is sent. But there is no cpanel username or password. Also there is no account in WHM.

Can anyone help with this please as I am a little stumped right now as to what is wrong.
