How do I turn off SSH access for primary domain

I am trying to turn off SSH access for primary domain. In WHM I Disabled Shelll Acess and turned off Shell in Package Settings. I am still able to connect.

Another issue is ROOT and FTP. I have checked off in WHM FTP Settings that I dont want root to be able to logon. Yet I am able to logon as root in FTP.

What am i doing wrong?
